Estarán libres de derechos de importación las prendas personales y el menaje doméstico pertenecientes a extranjeros que lleguen al país a establecerse permanentemente en él, y a colombianos domiciliados en el país o en el extranjero que regresen después de una ausencia temporal no menor de un (1) año en el exterior sin haber desempeñado cargo diplomático o consular de la República.
