DE LA PROHIBICIÓN DE CELEBRAR CONTRATOS DE TRABAJO. A partir de la vigencia del presente Decreto, no podrán celebrarse contratos de trabajo en el Departamento Administrativo de Aeronáutica Civil ni en el Fondo Aeronáutico Nacional. De lo dispuesto en el presente artículo se exceptúan los empleos cuyas funciones estén directamente vinculadas a la construcción y el mantenimiento de obras públicas, qué podrán ser provistos con personas vinculadas por contrato de trabajo.
