Los Jefes de División de Presupuesto Delegados de la División General del Presupuesto en común acuerdo con los respectivos ordenadores, deberán distribuir, equitativamente los gastos generales dentro de todos los servicios sean atendidos oportunamente. La Contraloría General de la República se abstendrá de refrendar giros cuando observe que un determinado gasto se hace con detrimento de otros servicios y dará cuenta de ello a la Dirección General del Presupuesto.
