Las obras que por esta Ley se ordenan serán dirigidas y supervigiladas por el Gobierno Nacional por conducto del Ministerio de Obras Públicas, si así lo estimare conveniente, o podrá contratar la construcción de dichas obras con una firma responsable y competente, mediante licitación pública, sin que precise dicho contrato de la ulterior aprobación del Congreso.
