Los especialistas egresados del Instituto Superior de Educación Rural y de la Escuela Superior de Orientación Rural Femenina, o que tengan títulos reconocidos por el Gobierno iguales a los que estas instituciones expiden, tendrán derecho a ingresar a la cuarta categoría del Escalafón de Educación Secundaria, y sus ascensos se regirán por las normas correspondientes a los profesores de que trata el artículo 4° del decreto número 30 de 1948, en el ordinal b) de la primera categoría.
