Al concurso de ascenso dentro de la Carrera podrán ser admitidos quienes ocupen cargos del grado inmediatamente inferior dentro del escalafón a que corresponda la vacante, siempre que reúnan los requisitos constitucionales y legales para su desempeño. En la calificación de estos concursos se concederá especial valor al grado, a la calidad de titular o interino en que esté ejerciendo el postulante sus funciones y a la especialidad.
