Las obras de que trata la presente Ley quedarán incluidas entre aquellas que deben ser realizadas por cuenta del Fondo Nacional Rotatorio de irrigación y desecación, creado por la Ley 204 de 1938 , o podrán ser financiadas con los recursos extraordinarios que el Gobierno destine para el fomento de la economía nacional.
