El aporte a que se refiere el artículo anterior deberá ser incluido en el Presupuesto Nacional de Rentas y Gastos de 1968, pero si no lo fuere, el Gobierno queda autorizado para efectuar los traslados presupuestales o celebrar operaciones de crédito interno o externo con el fin de pagar ese aporte dentro del mismo año.
