El folio de matricula se abrirá a solicitud de parte o de oficio por el Registrador, así: Siempre que sea llevado a registro cualquier acto o titulo constitutivo, traslaticio o declarativo de dominio, o que verse sobre gravámenes, limitaciones, medidas cautelares u otro acto referente a un inmueble, o haya de expedirse un certificado sobre propiedad o libertad, dicho inmueble deberá ser matriculado previamente si no lo estuviere.
