Art. 4.° Se estimará tambien incluida en el mismo Presupuesto la partida de diez mil pesos ($ 10,000) decretada por la lei 25 de 20 de mayo de 1874, para ser repartida entre las personas desvalidas que sufrieron pérdidas irreparables por el incendio ocurrido en la misma ciudad de Panamá el 19 de febrero de aquel año.
