° El Poder Ejecutivo se abstiene por ahora, de usar de la autorización que le da el artículo 5.° de la ley 15 de 1884, pero cuando la situación del Tesoro permita tomar los cien mil pesos en acciones en una Compañía nacional que tenga por objeto establecer fábricas de beneficiar quinas colombianas, dictará oportunamente las medí das del caso.
