El Gobierno queda autorizado para suscribir acciones en el Instituto de Crédito Territorial hasta por la cuantía de dos millones de pesos ($ 2.000.000.00) más sobre lo que tiene hoy pagado, y para tal efecto podrá efectuar las operaciones de crédito que sean necesarias y abrir los créditos correspondientes en el Presupuesto.
