Dentro de los dos años siguientes a la vigencia de la presente ley el Gobierno Nacional apropiará los recursos necesarios para la construcción de la carretera que une los Departamentos del Valle del Cauca y el Huila, entre los Municipios de Palmira y Palermo. Así mismo se destinarán los recursos necesarios para la terminación de la carretera Panamericana en su último tramo en el departamento del Chocó.
