Los alcaldes y demás autoridades policivas cuidarán estrictamente que no se contravenga lo dispuesto en los artículos anteriores y que la industria del "mazamorreo" se ejerza en las condiciones y dentro de los límites fijados en el presente Decreto. Corresponde así mismo a dichos funcionarios resolver las quejas o querellas que promuevan los dueños de predios ribereños, así como los mineros pobres, por razón del ejercicio del derecho de "mazamorreo".
