una vez promulgada la presente ley, el gobierno procederá a incluir forzosamente en el presupuesto de la próxima vigencia fiscal, la suma de treinta mil pesos ($ 30.000.00) moneda corriente, como auxilio a la construcción de una vía de penetración, que partiendo del municipio de Santuario de caldas, llegue hasta el rio Ingara.
