Art. 4.° A los que residieron en el extrajero al tiempo de ser elegidos Senadores ó Representantes por algun Estado ó Diputados ó Comisarios por algun Territorio, se les abonarán los viáticos de venida y de regreso en los términos que expresa el Articulo 12 de la ley 42 de 1871.
