Autorízase al Gobierno Nacional para que, cuando lo considere adecuado, de acuerdo con planes y programas debidamente aprobados, contrate un empréstito hasta por la suma de veinte millones de dólares, dentro de los límites de la deuda pública externa que se destinarán a la financiación de programas de desarrollo económico y social del Instituto.
