Para facilitar la realización de esta Ley, el Gobierno formará una sociedad en la cual la Nación aporte el cincuenta y uno por ciento (51%) de las acciones, como mínimo, y el Departamento de Antioquia, los Municipios que se beneficien con la obra, las personas o entidades particulares que deseen prestar su concurso, el cuarenta y nueve por ciento (49%) restante.
