Los actos de creación de las entidades o los estatutos orgánicos indicarán los funcionarios que hacen parte de las respectivas Juntas o Consejos y dispondrán que si dichos empleados pueden delegar su representación, lo hagan designando siempre a otro funcionario de la administración departamental.

La presidencia de la Junta o Consejo Directivo corresponde al Gobernador o a su delegado. En caso de empate en la Junta o Consejo Directivo decidirá el voto del Gobernador o su delegado.
