La Contraloría General de la República, para el ejercicio de la vigilancia sobre la gestión fiscal a que se refiere el artículo 3o. de esta Ley, adoptará sistemas apropiados a la naturaleza de las actividades de la Federación y que no menoscaben la autonomía administrativa que ésta tiene, como entidad de derecho privado que es.
