La prestación del servicio financiero de giros y transferencias nacionales e internacionales de dinero estará sometida a las reglas y condiciones que para el efecto establezca el Gobierno Nacional por conducto del Ministerio de Hacienda y Crédito Público y la Junta Directiva del Banco de la República, en el ámbito de sus respectivas competencias. Dicha regulación deberá contemplar, entre otros, requisitos patrimoniales, de protección al consumidor y de gestión de riesgos, incluidos, los de prevención de lavado de activos y operativo.
