Art.24. o En el caso de que el Poder Ejecutivo celebre alguna contrata fuera de la República para proveer del papel necesario para sellar, queda autorizado para prohibir la introducción en la Nueva Granada del papel al que hubiere contratado; i la prohibición se cumplirá bajo las penas establecidas por las leyes para los introductores de efectos de prohibida importación.
