El régimen jurídico establecido en el Capítulo II de esta Ley, regirá veinte días después de su promulgación. En todo lo demás, la presente Ley regirá desde su sanción, y de ella deberá hacerse una edición especial en folleto separado, con todos sus antecedentes.
