Art. 4° A partir de aquella misma fecha y como compensación de los futuros aumentos de la renta de aduanas, exímese a los Departamentos de los gastos de material y arrendamiento de locales del Poder Judicial, que hoy hacen, y en lo sucesivo serán de cargo del Tesoro nacional. Los Departamentos continuarán pagando como hasta hoy, por mensualidades vencidas y por vía de anticipación, los gastos de material del Poder Judicial y del Ministerio Publico, y cobrarán por trimestres vencidos, del Tesoro nacional, las sumas anticipadas.
