Los miembros de los Consejos Electorales que no residan en la capital de la respectiva Circunscripción, tendrán derecho a viáticos de ida y de regreso. Los viáticos por kilómetro los fijará la Asamblea, la cual votará por aproximación, en los presupuestos respectivos, la partida necesaria.

Cuando la Asamblea omita este deber, el Gobernador fijará los viáticos y liquidará la partida necesaria como adicional al presupuesto.
