Para suspender los Decretos sobre retiro, pase a la reserva y separación de Oficiales y Suboficiales del Ejército, el Consejo de Estado deberá conocer previamente la información que sobre los antecedentes y fundamentos de tales medidas le envié el Ministerio de Guerra, dentro de los cinco días siguientes al recibo de la comunidad del Consejo.
