Los Municipios de todo el país y el Distrito Especial de Bogotá, podrán continuar destinando hasta el 25.8% de los porcentajes establecidos en el inciso primero del artículo 247 del presente Código, para atender gastos de funcionamiento e inversión. La diferencia entre este valor y el tope de la asignación de la participación del impuesto a las ventas prevista para cada año, deberán utilizarla exclusivamente en gastos de inversión.
