Adiciónase el Presupuesto de Rentas y Recursos de Capital de la vigencia fiscal de 1977 en la cantidad de doce millones quinientos mil pesos ($ 12.500.000.00) moneda corriente, que con base en el Certificado de Disponibilidad número 37 de 1977 expedido por el Contralor General de la República, se incorporará al siguiente numeral:
