Para la construcción de un Distrito de Adecuación de Tierras, el Organismo Ejecutor deberá haber tramitado ante la autoridad ambiental con jurisdicción en el área del proyecto por desarrollar, la licencia ambiental y la concesión de aguas que garantice la prestación del servicio público de adecuación de tierras en el área del distrito.
