Art. 4º Los habitantes de Colombia, nacionales y extranjeros domiciliados, que sean varones mayores de veintiún años y menores de sesenta, están obligados á pagar una contribución personal para la construcción, reforma y conservación de vías públicas.

Parágrafo

A ningún individuo podrá imponérsele una contribución personal de más de doce jornales en el año, ni menos de dos, teniendo en cuenta el capital ó renta de cada ciudadano.
