º La Junta de que trata el artículo 5º de la Ley 119 de 1943, estará integrada por el ingeniero jefe de la obras de reconstrucción que habrá de nombrar el Gobierno Nacional, por el Personero y el Alcalde del Municipio de Barbacoas, por un representante del Concejo Municipal de ese lugar, y por el Agente del Banco de la República en esa región, quien tendrá además, el carácter de Tesorero - Pagador de las obras, para lo cual tendrá que dar la caución de rigor.
