Prohibición de oficialización de establecimientos educativos. La entidad territorial certificada no podrá hacer de un establecimiento educativo de carácter particular un establecimiento educativo oficial, a menos que de común acuerdo el propietario y la entidad territorial decidan oficializarlo, caso en el cual, se requerirá del respectivo acto de la Asamblea Departamental o del Concejo Municipal, que lo incorpore dentro de la estructura administrativa de la entidad territorial. A partir de ese momento, y para todos los efectos legales, el establecimiento dejará de ser reconocido como de carácter particular.
