Art 2.° Todos los dueños de los terrenos de que trata el artículo anterior están obligados conforme al artículo 1° de la Ley 137 de 1888 á pagar á prorrata, del valor de su propiedad inundada o anegadiza, las sumas que le correspondan en la distribución que se haga de la cantidad necesaria para realizar el dicho desagüe
