Art. 2. º El ganado que no se presente voluntariamente, ó del cual no se dé cuenta á la Secretaria del Tesoro, poniéndolo á su disposición, será expropiado y pagado cuando las circunstancias del país lo permitan, reputándose á sus dueños como hostiles al Gobierno.
