Las propiedades afectadas por el impuesto de valorización que no fueren ocupadas o adquiridas por el respectivo Municipio en el plazo de dos años a contar de la fecha en que hubieren sido declaradas como de utilidad pública, podrán ser edificadas y reconstruidas, reformadas o enajenadas libremente, sin las restricciones que rigen para ellas.
