Las entidades a que se refiere esta Ley, para proceder a abrir una licitación o concurso para la ejecución de una obra, deberán tener prevista la financiación dentro del plazo de su ejecución. En los casos en que deba apropiarse anualmente las partidas que la obra requiere, la entidad contratante debe obligarse a incluírla dentro de sus proyectos de presupuesto anual.
