º. De la Institucionalización del Programa. De conformidad con lo previsto en el artículo 50 de la Ley 375 de 1997, institúyase el programa de tarjeta joven en el Ministerio de Educación Nacional, Viceministerio de la Juventud, con una cobertura nacional. El Programa de Tarjeta Joven es el mecanismo que facilita a los jóvenes entre los 14 y los 26 años, el acceso a bienes y servicios ofrecidos por los establecimientos públicos o privados que se vinculen al programa.
