° . Modifícase el artículo 23 del Decreto 841 de 1990, el cual quedará así: “Artículo 23. Oportunidad del registro . Durante todo el transcurso del año se podrán registrar proyectos de inversión en el Banco de Proyectos de Inversión Nacional. Para la discusión en los comités funcionales de presupuesto de los proyectos de inversión que vayan a integrar el plan operativo anual de inversiones, solo se tendrán en cuenta aquellos que hayan sido registrados en el Banco de Proyectos de Inversión Nacional del Departamento Nacional de Planeación a más tardar el primero (1°) de abril del año anterior al que se está programando”.
