Los Intendentes del Ejército ó de División deberán proveerse para regularizar sus funciones: del estado de tropas que deben componer el Ejército ó División; el estado de los fondos con que debe contar mensualmente para su subsistencia y demás necesidades; el estado de los Oficiales del Estado Mayor y cuerpo administrativo; el plan de arreglos con las Oficinas de Hacienda para la remisión de fondos y el estado de fondos aplicados á cada servicio particular.
