Art. 3º Por las encomiendas postales se cobrará el dos por ciento (2 por 100) de la correspondiente factura ó el recargo impuesto á los objetos de oro, plata, platino y piedras preciosas, pagadero en oro ó en su equivalente en papel - moneda, como compensación del gravamen consular sobre las mercancías que contengan.

Parágrafo

La Dirección general de Correos y Telégrafos reglamentará el cobro de ese gravamen y dará el aviso del caso á quien corresponda.
