Art. 1.° Reconócense las virtudes y grandes merecimientos del Dr. Benigno Barreto, quien prestó señalados servicios a la Republica como probo y ejemplar Magistrado, como distinguido miembro de Corporaciones Constituyentes y legislativas y como ilustrado profesor en colegios y universidades, donde cooperó con eficacia á la difusión de las luces.
