Art. 1.° El Director jeneral del servicio de Correos nacionales, cuyo departamento administrativo se halla adscrito a la Secretaría de Hacienda i Fomento, recibirá por conducta de esta las órdenes que se le comuniquen por el Poder Ejecutivo. Tambien las recibirá de las otras Secretarías de Estado cuando haya urjencia de despachar Correos estraordinarios i esté cerrada la balija del Correo ordinario o sea llegada la hora de su partida.
