Art. 2.° Concédese asimismo indulto a todos los individuos a quienes puede exijirse responsabilidad por la celebracion, canje o cumplimiento del convenio secreto de 28 de agosto de 1866, celebrado entre el Presidente de la Union, Jneral Tomas C. de Mosquera, i el Ministerio Plenipotenciario i Enviado Estraordinario del Perú.

Parágrafo único

Comprenderá este indulto al Jeneral Tomas C. de Mosquera, siempre que este lo acepte con la condicion de salir del territorio de la República i permanecer fuera de él por el término de tres años, quedando encargado el Poder Ejecutivo de hacer que tal condicion sea fielmente cumplida.
