En los establecimientos públicos, los programas generales de compras de bienes muebles, una vez elaborados por las oficinas pertinentes, según su estructura administrativa, con sujeción a lo previsto en el artículo 5º del presente Decreto, se someterán a la aprobación del Gerente o Director y a la refrendación de la Junta o Consejo Directivo de la entidad, a más tardar el 20 de noviembre anterior al año para el cual se elabora. Copia del programa general de compras deberá ser remitido al Ministro o Jefe del Departamento Administrativo al cual esté adscrito el establecimiento público, y al Ministerio dé Hacienda y Crédito Público -Dirección General del Presupuesto-, a más tardar el 30 de noviembre anterior a la siguiente vigencia fiscal.
