El Gobierno Nacional adquirirá un lote de terreno en la ciudad de Popayán, de una superficie no menor de tres y media (3 1/2) hectáreas, y construirá en él los edificios, campos de deporte y demás instalaciones complementarias, para el funcionamiento del Liceo Nacional de Varones de Bachillerato en esa ciudad, de acuerdo con los planos que elabore la Sección Técnica del Ministerio de Educación.
