Procedimiento . Las ejecuciones por jurisdicción coactiva para el cobro de créditos fiscales a favor de las entidades públicas se seguirán ante los funcionarios que determine la ley, por los trámites del proceso ejecutivo de mayor o menor y de mínima cuantía, según fuere el caso, en cuanto no se opongan a lo dispuesto en el presente capítulo. En este proceso no podrán debatirse cuestiones que debieron ser objeto de recursos por la vía gubernativa.
