º. Vigencia. El presente Decreto rige a partir de la fecha de su publicación y modifica el artículo 56 de la Ley 190 de 1995 y deroga todas las disposiciones que le sean contrarias, en especial los artículos 70, 71, 72, 73, 74 y 75 de la Ley 190 de 1995.
