Las personas naturales o jurídicas que hubieren efectuado cualesquiera actividades relacionadas con urbanización de terrenos, construcción de viviendas u otorgamiento de créditos para tales fines, con anterioridad a la vigencia de esta Ley, serán vigiladas y controladas por el Superintendente Bancario, cuando tengan compromisos pendientes, aunque no realicen nuevas operaciones, a fin de que den estricto cumplimiento a sus obligaciones y sobre ellas podrá tomar las medidas de que trata el artículo 12 de esta Ley.
