Art. 56. Las estampillas de habilitación serán triangulares y de las clases de papal sellado ó de las estampillas de Timbre Nacional que deban reemplazar. En la basa del triángulo llevarán la palabra Habilitación ; en la línea izquierda las palabras "(Bienio de)" y en números los años que comprenda; y en la línea derecha el valor de la estampilla.
