º. La tarjeta profesional de periodista a que se refiere el artículo 4º. de la Ley 51 de 1975 será exclusivamente personal y tendrá carácter permanente. Previo concepto del concepto del Consejo Nacional de Periodismo a que se refiere el artículo 16 del presente Decreto, el Ministerio de Educación Nacional podrá suspender o cancelar la tarjeta profesional, cuando el titular infringiere las disposiciones constitucionales o legales en materia de periodismo o cuando, de conformidad con el artículo 11 de la Ley 51 de 1975, hubiere sido judicialmente declarado responsable de perjuicios causados a terceros en desarrollo de su actividad periodística.
